An independent researcher has today published a formal Declaration of Digital Defense documenting that the primary domain names associated with the 2026 NATO Ankara Summit (July 7–8, Beştepe Presidential Complex, Ankara, Türkiye) were left unregistered by every official institution responsible for the summit's digital identity — and that four formal notifications identifying this gap received zero substantive response from official channels.
The declaration, published at summitdeclaration.com, constitutes a permanent public record of an institutional cyber preparedness failure at the highest-profile diplomatic event of 2026.

The independent research platform — operating across ankarasummit.org, natosummit.org, ankarazirvesi.org, and summitdeclaration.com — was established after its founder, independent researcher Mesut Yücel, identified that the primary domain names associated with the 2026 NATO Ankara Summit had not been registered by NATO, the Turkish government, or any official summit communication entity.
The situation represents a documented cyber security risk. At the 2023 Vilnius NATO Summit, Russia-linked group "From Russia with Love" (FRwL) leaked 29 classified security documents. RomCom APT conducted spear-phishing campaigns using summit-themed decoy domains targeting diplomats and ministers. NoName057(16) launched coordinated DDoS attacks against NATO's public infrastructure. Unregistered summit domain names are a proven attack vector — one that hostile actors have exploited at previous NATO summits.
The formal notifications filed through CİMER and the Ministry of Foreign Affairs identified this gap, documented its implications, and requested official action. All remain unanswered as of the date of this release.
